
The Village Administration Offices and the Building Department opened at their new location on Monday, August 27, 2007 for regular business hours and meetings.
The new space enables all Village functions to reside under one roof and provides a larger Council Chamber with improved audio-visual capabilities.
The general location of all Village offices is 149th and Bell Road at the south end of the Founders Crossing center. Founders Crossing is at a stop light.

Building Permit Fees
Section 1: Building Permit Fees
[Ordinance No. 07-049, Section 19.2 as amended by Ordinance No. 08-005]:
The valuation of buildings for the computation of the building permit fee shall be based on the following schedule or as approved by the authority having jurisdiction. If an applicant’s valuation is higher than the schedule, then the higher figure shall prevail.
The fee shall be $9.00 per $1,000 cost of construction or fraction thereof for residential permits with a minimum fee of $50.00.
The fee shall be $8.50 per $1,000 cost of construction or fraction thereof for commercial permits with a minimum fee of $50.00.
Section 2: Residential Building Permit Fees:

Single family and multi family and existing structures, all areas within outside walls based on exterior dimensions (except garage, crawl space, unusable attic space and basement):

Section 3: Single Family Residence Construction Permit Fee:

To obtain a site development permit for the construction of a single family residence, the following fees shall be assessed:
Payment of $500 prior to permit issuance.
For projects requiring greater than four engineering reviews assessed fees related to the additional reviews will be invoiced to the permit holder as per the consulting engineer’s invoice.
Additional fees must be paid prior to the issuance of any certificate of occupancy.

All construction work performed within the Village of Homer Glen, including building and development activities, clearing of land, excavation, repair, maintenance and demolition, loading and unloading of materials and equipment, are restricted to the following hours:
Monday to Saturday: 7 am to 7 pm
Sunday: 8:30 am to 5 pm
Legal Holidays: 8:30 am to 5 pm

Before You Hire a Contractor
Increased complaints received by the Office of the Illinois Attorney General demonstrate that unscrupulous home repair contractors use some common techniques to gain the confidence of home owners. Unscrupulous contractors might tell you they have “leftovers” from a larger job and can do the repair work for you at a discount. They might attempt to frighten you by claiming that your house contains health hazards or code violations that must be fixed right away. They might claim to be a representative of your insurance company in an attempt to get you to agree to work they say your insurance policy will pay for. Before you hire a contractor for new construction, home remodeling or any other work, please follow the Village of Homer Glen’s contractor tips:
- Obtain recommendations from friends and neighbors or contact the Illinois Attorney General’s office or the Better Business Bureau.
- Ask the contractor if the company is insured against claims covering workers compensation, property damage and general liability.
- Make sure the contractor is registered in Homer Glen.
- All estimates should be in writing. Plans and specifications need to be detailed and easy to read. A written contract should be required that specifies all work to be done and include a completion date. (We recommend consulting with an attorney).
- Be sure to see the building permit prior to the start of the work. Post the permit in a conspicuous location until the work is completed and inspected by the Village.

In an effort to provide improved service to our residents and allow for better notification and project status information, the following protocol for all transportation, drainage or public improvement projects has been established:
- All transportation, drainage or public improvement projects must submit a construction schedule to Homer Glen Staff.
- A location map with identification of all properties within 250? of site location must be provided to staff 30 days prior to start of construction by the party responsible for construction. Staff will provide a template for ?door hanger? to responsible party for duplication purposes.
- Party responsible for construction must provide a copy of ?door hanger? to staff for approval 20 days prior to start of construction, which approval shall be provided within 2 working days.
- Door hangers must be placed on all properties within 250? feet of site location 2 weeks prior to start of construction.
- Status reports of project must be submitted to staff for posting on Village website every week of construction. Report must be electronically submitted to the Village in care of Yelana Bowes, ybowes@homerglen.org.
Penalties and Fines for Violations of Ordinances of the Village of Homer Glen
AN ORDINANCE ESTABLISHING PENALTIES AND FINES FOR VIOLATIONS OF ORDINANCES OF THE VILLAGE OF HOMER GLEN, ILLINOIS
WHEREAS, the corporate authorities have determined in the exercise of their authority pursuant to 65 ILCS 5/1-2-1 that it is in the best interests of the public health, safety and welfare to establish uniform fines and penalties for violations of ordinances of the Village of Homer Glen; and
WHEREAS, the corporate authorities have also determined that it is necessary and in the best interests of the public health, safety and welfare to make the provisions of this ordinance applicable, prospectively, with respect to all violations of any ordinance which has heretofore been passed and adopted by the corporate authorities of the Village of Homer Glen and which does not contain a separate provision for penalties and fines for violation.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND VILLAGE BOARD OF TRUSTEES OF THE VILLAGE OF HOMER GLEN, WILL COUNTY, ILLINOIS, THAT:
Section 1:
General penalty for violation of
Ordinances. Whenever in any ordinance of the Village any act is prohibited or is
made or declared to be unlawful or an offense, or whenever in such ordinance the
doing of any act is required or the failure to do any act is declared to be
unlawful, where no specific penalty is provided therefor, the violation of any
such provision of any ordinance shall be punished by a fine of not less than
$50.00 nor more than $750.00. Each day any violation of any provision of any
ordinance shall continue shall constitute a separate offense.
Section 2:
Fines and Penalties for violation of
parking, standing and vehicular compliance regulations. The fines and penalties
which shall be imposed for the violation of parking, standing and vehicular
compliance regulations shall be as follows:
(a) For violations of any ordinance provision regulating, restricting or prohibiting the standing or parking of motor vehicles along the streets, by-ways, alleyways, regulated parking lots or such other locations as may be controlled by off-street parking agreements, for violations of any ordinance provisions regulating parking in any area located within the geographical boundaries of the Village, including handicapped parking, for violations of regulations for parking during snow removal operation and for violations regarding the use or condition of vehicular equipment, the fines shall be as set forth in the following schedule:

* For parking in a space reserved for handicapped persons in violation ? 11-1301.3 of the Illinois Vehicle Code.
** For violation of an Ordinance regulating parking during snow removal operations.
(b) As a courtesy to an individual who files a timely written request for hearing pursuant to Ordinance 07-052, providing for enforcement of parking, standing compliance and related offenses, or who files a "Request for Hearing - Non-Appearance" pursuant to said Ordinance, the fine amount for the respective violation shall be frozen at Step 1 until the first hearing or requested hearing.
(c) The fines and penalties herein set forth shall be uniformly applied for each violation of any provision regulating, restricting or prohibiting the standing or parking of motor vehicles or the use or condition of vehicular equipment.
Section 3:
Fines and Penalties for Violation of
the Building Code Fire Prevention Code or International Property Maintenance
Code.
(a) Violations of any provision of the Building Code, Fire Prevention Code or International Property Maintenance Code shall be punished by a fine of not less than $100.00 nor more than $750.00. Each day any such violation shall continue shall constitute a separate offense.
(b) The fines and penalties herein set forth shall be uniformly applied for each violation of any provision of the Building Code, Fire Prevention Code and International Property Maintenance Code.
Section 4:
Severability - The various portions
of this Ordinance are hereby expressly declared to be severable, and the
invalidity of any such portion of this Ordinance shall not affect the validity
of any other portions of this Ordinance, which shall be enforced to the fullest
extent possible.
Section 5:
Repealer ?All other ordinances or
portions of ordinances previously passed or adopted by the Village of Homer Glen
that conflict with or are inconsistent with the provisions of this Ordinance are
hereby repealed.
Section 6:
Effective Date This Ordinance shall
be in full force and effect from and after its passage and approval in
accordance with law.
