Homer Glen Approves Village-Wide Refuse Contract
April 30, 2008

On Tuesday, April 22, the Homer Glen Village Board approved a five-year agreement with NuWay/Homewood Disposal Service, Inc. (hereafter NuWay) to provide Village-wide refuse, recycling, and yard waste collection and disposal service to all residential properties within the Village limits starting July 1, 2008. The Village-wide agreement will replace the current system whereby residents select from among several garbage haulers that serve the Homer Glen area.

Ordinance No. 08-043 dated August 12, 2008
An Ordinance Regulating Residential and Commercial Refuse, Recycling and Yard Waste Collection and Penalties for Illegal Dumping in the Village of Homer Glen, Will County, Illinois

Note:  This ordinance dated August 12, 2008 replaces Ordinance #08-031.

The Village-wide agreement provides a number of benefits to Homer Glen residents:

  • Reduced refuse collection and disposal costs for virtually all residential customers. The quarterly rate for single-family residential properties will be $62.77 per quarter. It is estimated customers will save from 9.1% to 41.7% over current rates.
  • Elimination of any fuel surcharges, which tend to increase refuse bills.
  • Known refuse cost increases for the next five years.
  • A Senior Citizen discount of $1.50 per month.
  • Elimination of trucks from multiple garbage haulers on Village streets. This should save wear and tear on Village streets.
  • Elimination of multiple refuse collection days in the same neighborhood. This should improve the appearance of many neighborhoods.
  • The provision of take-all (or unlimited) refuse, recycling, and yard waste service to all residents. Currently, many Homer Glen residents do not have recycling service. It is expected that recycling will increase substantially, thereby reducing the amount of refuse going to landfills and facilitating the reuse of many materials, such as paper, aluminum, glass, and petroleum-based plastics.
  • The provision of unlimited yard waste service should reduce the burning of leaves and other yard waste, thereby improving air quality and facilitating the “recycling” of yard waste into useable compost. It is more environmentally conscious to compost yard waste than to burn it.
  • The elimination of yard waste stickers.
  • The provision of covered, wheeled carts for refuse, recyclables, and yard waste. The use of wheeled-carts makes it easier to move refuse materials to the curb or other pick-up locations. Covers protect the materials from the affects of weather and reduce wind blown debris.
  • Free service for Village facilities and parks, or equivalent compensation.
  • Funding for special recycling events, such as hazardous wastes and electronics.
  • Funds for the Village to administer the agreement and to deal with refuse related complaints and problems.
  • The Village will receive 50% from the sale of recyclables. Thus, the more Homer Glen residents recycle, the greater Homer Glen’s share of the recycling proceeds. Income from the sale of recyclables is expected to assist the Village in funding environmental projects.

Prior to the start-up of Village-wide service, NuWay will distribute an information packet to all residences. Information will also be provided on the NuWay and Village web sites. For customers of other refuse contractors, it will not be necessary to contact NuWay to initiate service. Start-up of service will be automatic.

Refuse.
Most customers will continue to use their existing refuse carts, as provided by NuWay or Waste Management. NuWay plans to acquire Waste Management’s carts. Customers who do not have an appropriate refuse cart will receive one. If customers have more refuse than will fit in the cart, they may place additional reusable containers or appropriate bags next to the refuse cart.

Although NuWay will provide “take-all” refuse service, there will be a limit of one bulk item, including “white goods”, and not more than two cubic yards of remodeling debris per week.

Recycling.
All customers will receive a new 95-gal recycling cart. After the initial start-up, any existing recycling bins will not be serviced.

After refuse and recycling carts have been distributed, customers may chose to exchange their 95-gal carts for 65-gal carts.

Yard Waste.
All customers who currently do not have a yard waste cart will have the option to receive at no extra cost a 95-gal cart to use for yard waste from April thru November. During the balance of the year, yard waste carts may be used for excess refuse. If customers have more yard waste than will fit in the cart, they may place paper yard waste bags or their own reusable containers next to the cart. Yard waste stickers will not be required. NuWay will provide yard waste labels for reusable containers.

Effective July 1, only NuWay will be allowed to service residential customers in Homer Glen. Other refuse haulers may not provide service. When paying current bills, residents should pay their current hauler only thru the month of June.

When Village-wide service is initiated, all occupied residential properties must have refuse service. This is necessary to protect the health, safety and welfare of the community. It is also necessary to protect the environment. All residences will have recycling service available. It is hoped that all Home Glen residents will honor the Village’s motto “Community and Nature in Harmony” by becoming active recyclers. The yard waste service will likewise facilitate the “recycling” of leaves, grass, and other yard waste into beneficial compost. It should also encourage residents not to burn leaves and other yard waste, thereby improving Homer Glen’s air quality.

Most multi-family developments will not initially be subject to the terms and conditions of the agreement with NuWay, because they may have existing service contracts with different service and pricing structures. The Village will be working with such developments and NuWay to include them in the Village-wide system, because it is the Village’s goal that all residential properties have recycling service available.

The Village has negotiated a favorable rate for Homer Glen residents for roll-off containers when residents have large quantities of refuse or material from construction and remodeling projects. However, residents who require such refuse service may contract with the waste hauler of their choice.

The collection schedule as to which day of the week service will be provided will be announced prior to the initiation of Village-wide service on July 1.

It is suggested that new residents who require refuse service prior to July 1 and customers of any refuse hauler who are currently having problems with their existing refuse or yard waste carts contact NuWay Customer Service at 708/479-9555.

Customers who are enrolled in an electronic or autopay system with other refuse haulers should discontinue such service prior to July 1. NuWay will provide an electronic bill pay option for customers who prefer such a payment method.

Waste Management customers who have questions about their bills or who may have pre-paid service should contact Waste Management Customer Service at 800/796-9696 to obtain a refund.

Allied Waste Service customers who have questions about their bills should contact Allied Customer Service at 815/723-3200.
